55-A Program Process
The Albany County Department of Civil Service implements the 55-A program. The Department pre-qualifies applicants prior to forwarding information to ACCES-VR or NYSCB for certification/approval.
Civil Service receives approval from ACCES-VR or NYSCB then places the applicant on the 55-A list of eligible candidates for appointment to a particular title(s) and his/her/their name will be sent when a certified list for that title(s) is requested.
Certification is valid for up to four years and runs concurrently with the Civil Service list(s) of eligible candidates for the position(s). Once permanently appointed to a title, no re-certification is necessary.

The work involves responsibility for the performance of standard account keeping procedures in maintaining and checking financial accounts and records. The incumbent is responsible for entering and retrieving information using computer database/ spreadsheet software. Routine assignments are done under supervision in accordance with defined procedures; detailed instructions are provided for new or unusual assignments. This class differs from Senior Account Clerk and Account Clerk II by virtue of the limited complexity of the work. The work is reviewed by observation, crosschecks, or by the immediate supervisor and by other steps in the account-keeping process. Does related work as required.
MINIMUM QUALIFICATIONS: EITHER:
- Graduation from a New York State or regionally accredited college with an Associate’s degree in Accounting, Business or a closely related field; OR,
- Graduation from high school or possession of a high school equivalency diploma and two (2) years of full-time paid experience in maintaining financial accounts and records.
Works as a staff assistant in performing a variety of routine administrative tasks. Work assignments are received from a superior with major emphasis on providing support services of an administrative and non-defined nature involving the services provided by the agency to the public or to another municipal operating department or agency. Work of a routine nature is performed under general supervision, whereas a new or difficult assignment is performed under direct supervision or with conferences with the agency head or the immediate supervisor. Does related work as required.
MINIMUM QUALIFICATIONS: EITHER:
- Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s Degree in Secretarial Science, Business, Business Administration, Accounting or related field and one (1) year of clerical experience which involved the operation of a computer for word-processing, database or spreadsheet applications; OR,
- Graduation from high school or possession of a high school equivalency diploma and three (3) years of experience as defined in (A).
This is a clerical position involving the responsibility for assisting in the day-to-day operations of the business center in the Albany International Airport. These duties include greeting customers, assisting travelers in business needs, and maintaining records of Business Center usage. The incumbent reports to the Business Center Manager. Does other duties as required.
MINIMUM QUALIFICATIONS:
Graduation from high school or possession of a GED and one year of clerical office experience.
The work involves responsibility for providing social work services to individuals, including children, families and/or caregivers. An incumbent investigates reports of suspected abuse and maltreatment, and/or assists clients with economic, emotional, social and environmental difficulties by making the necessary service referrals to address the social problems identified throughout the course of a case. The Caseworker, in consultation with a higher level staff member, assesses risk and safety factors impacting individuals, children and families and/or formulates and carries out plans to meet individual and/or family problems of the cases assigned. The work is performed under the general supervision of a higher level caseworker, or Case Supervisor B with extensive mandated training provided through the State and the agency. Performs a variety of routine clerical procedures. Employees in this class are usually trained to do specific duties in an assigned area. The work is performed under direct supervision during training. Employees receive detailed instructions and close supervision at the beginning of their employment and subsequent to new assignments. The Clerk I position may be an entry-level position for advancement to higher level and specialized functional responsibilities within an operating agency. Does related work as required.
MINIMUM QUALIFICATIONS:
Graduation from high school or possession of a high school equivalency diploma.
DISTINGUISHING FEATURES OF THE CLASS: These duties involve assisting the medical professional-staff in providing health services to patients/residents and inmates. Also performs routine recordkeeping, data entry, scheduling and clerical duties. Work is performed under general supervision of a higher-level medical professional. Does related work as required.
TYPICAL WORK ACTIVITIES:
- Acts as a receptionist in clinic directing and screening calls;
- Assists in arranging schedules and appointments for clients or inmates treatment as needed;
- Assists in arranging transportation for clients or inmates to and from various hospitals, nursing and health related facilities, professional clinics, etc;
- Performs various clerical and data entry duties;
- Assists in coordinating the scheduling of clients with medical staff or other supportive nursing services;
- Maintains accurate health records and other related information for all patients/residents treated at clinic;

These duties involve technical work with microcomputers and minicomputers. Incumbent in this class will assist in the instructional use of computer technology. This is an entry-level technical position which does not involve the supervision of others. It differs from that of Help Desk Technician in that the complexity of problems is more routine in nature. Work is performed under the supervision of a higher level superior. Does related work as required.
MINIMUM QUALIFICATIONS:
TRAINEE LEVEL: Graduation from a New York State or regionally accredited college or university with at least an Associate’s Degree in computer science or a closely related field.
This position exists in the Albany County Soil and Water Conservation District and performs a variety of technical duties. This employee has the responsibility of performing surveys and studies dealing with water and soil conservation practices within the County. The work includes the design of systems pertaining to land use, soil analysis, water management and sediment or erosion control to be used by municipalities, builders, developers, and private individuals. Duties increase in difficulty and responsibility as the incumbent’s professional development increases. Field work is a requirement of the position. Work is performed under the limited supervision of a higher level official. Does related work as required.

- Graduation from a regionally accredited or New York State registered four-year college or university with a Bachelor’s Degree in environmental science, environmental technology, geology, physical or natural science, agriculture or related field; OR

Provides advocacy for victims of crime throughout Albany County and city courts to the District Attorney’s Office. Assists crime victims and their family members with the completion of compensation claim applications and evaluates each case to determine other forms of assistance required. Caseworker intakes crime victims to document incident information and determine appropriate referrals and services to provide. Work is performed under the general supervision of the Supervising Crime Victims Caseworker. Does related work as required.
MINIMUM QUALIFICATIONS: EITHER:
- Graduation from a regionally accredited or New York State registered college or university with at least a Bachelor's Degree in criminal justice, human services, psychology, sociology or closely related field; OR,
- Graduation from a regionally accredited or New York State registered college with an Associate’s Degree in criminal justice, human services, psychology or sociology and two (2) years of advocacy experience.
SPECIAL REQUIREMENT:

The work of employees in this class is distinguished by responsibility for the efficient and economical cleaning and maintenance of a small school building or for a larger building on an assigned shift. Work is performed under general supervision with some leeway for use of independent judgment in keeping the building up to approved standards of cleanliness and operation. Supervision may be exercised over the work of a small number of cleaning or custodial personnel. Does related work as required.
MINIMUM QUALIFICATIONS:
One (1) year of building cleaning or building maintenance experience.
Under the supervision of a technical or administrative supervisor, an employee in this class determines financial eligibility for programs administered by the Department of Social Services, and recommends amounts of assistance in accordance with established rules, regulations and procedures. This class is distinguished by the fact that the employee conducts personal interviews with applicants, computes budgets for applicants and determines or reviews applicants' eligibility for assistance. Some workers may be assigned to a unit responsible for performing fieldwork to obtain collateral verification of information to be used in the eligibility determination process. The incumbent works under close supervision at first, but is expected to develop considerable initiative and judgment as experience is gained. Does related work as required.

These duties involve responsibility for pre-screening and screening for risk of child abuse and medical problems in the population of new births within predetermined target areas. This worker assesses the at risk factors to establish the child’s family’s need for assistance. The work is performed in the field, either in the hospital, the doctor's office or the client’s home. The program is concerned with the family’s need for support to enhance the child’s optimum growth and development. The child is covered until they reach the age of 3 or in some instances to the age of 5. The work is performed under general supervision. Does related work as required.
MINIMUM QUALIFICATIONS: EITHER:
- Graduation from a New York State or regionally accredited two year college with at least an Associate’s degree in sociology, health services, human services, psychology, or a closely related field; OR,
- Currently licensed to practice as a Licensed Practical Nurse or Registered Professional Nurse; OR,
- Graduation from high school or possession of a high school equivalency diploma and two (2) years of experience working with families with children and infants with special health needs.

Troubleshoots technical support requests to determine if problem is caused by hardware/ software, or peripheral equipment. Incumbent answers multiple line telephone in the performance of the duties. Incumbent may perform duties out of the office at user specific locations. Supervision is not a responsibility of this class. Work is performed under the general direction of Network and Systems Technicians. Does related work as required.

NOTE: Following completion of a successful probationary period (minimum of 12 weeks to a maximum of 52 weeks) as outlined in Rule XIV.1.b and Rule XV, individuals with permanent competitive status as Help Desk Technician Trainee (BOCES) mature to Help Desk Technician (BOCES) without further examination.
This work involves responsibility for the performance of standardized clerical tasks and the full-time or substantial part-time operation of a computer for the entry and retrieval of information using software to produce printed material such as letters, memoranda and forms. Specific duties vary with the needs of the department. Procedures are usually fixed, but detailed instructions are given for new or difficult assignments. Work is reviewed by direct observation, checking completed work, periodic or spot checks, cross-checking or other steps in the clerical process. Does related work as required.
MINIMUM QUALIFICATIONS: Graduation from high school or possession of a GED.
NOTE: In the Child Support Enforcement Unit of the Department of Social Services ONLY: This position is subject to a background check for any convictions directly related to its duties and responsibilities. Only job-related convictions will be considered and will not automatically disqualify the candidate. No background check will occur until after a conditional offer of employment has been made. Any revocation of employment due to criminal history will include a clear explanation and instructions for appeal.
The work involves the performance of routine library clerical duties necessary for the proper organization and distribution of library materials. No prior knowledge of library procedures is required; on the job training is provided. Work is performed under the direct supervision of higher level clerks, librarians or library manager. Work involves using automated information systems. Incumbents in the position may be required to work irregular schedules to include week-ends and evenings. Work activities require numerous repetitive tasks. May supervise pages and volunteers. Does related work as required.
MINIMUM QUALIFICATIONS: EITHER:
- Successful completion of thirty (30) credit hours from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees; OR,
- Possession of a high school or equivalency diploma and one (1) year of paid work experience in a library setting; OR,
- Possession of a high school or equivalency diploma and six (6) months of general clerical work experience which involved dealing with the public and use of a personal computer.
The work involves responsibility for the entry-level clerical and office support work, including entering data, processing transactions, customer communication, and maintaining records in a variety of organizational settings to meet the requirements of agency programs. Work is performed under direct supervision. Does related work as required.
MINIMUM QUALIFICATIONS: None
This is responsible clerical work in processing personnel transactions for employees. The work is varied depending upon the assigned personnel unit. This worker has been trained to perform the specialized functions in a personnel operation. The work is performed under supervision with the availability of superiors to provide direction and assistance in new tasks or where a policy is not yet established. Does related work as required.
MINIMUM QUALIFICATIONS:
- Graduation from High School or possession of a High School equivalency diploma and two (2) years of experience in clerical work involving public contact, including or supplemented by one (1) year of full-time experience in human resources functions, including benefits, payroll, worker’s compensation, insurance, training, and/or recruitment; OR,
- Associate’s Degree in Business Administration or related field.
This is a para-professional position in a probation department. Unlike a Probation Officer 1, a Probation Assistant is not a Peace Officer pursuant to the New York State Criminal Procedure Law. The incumbent is responsible for assisting probation officers in a local probation agency in tasks which may include performing pre-dispositional/pre-trial related duties such as interviewing and screening individuals arrested and/or otherwise not yet adjudicated/sentenced for suitability for pre-trial release, making recommendations for release, monitoring individuals released into the community whose cases are pending; and notifying courts of case status. An incumbent may also serve as a probation department’s point of contact for transfer of records and files with other probation departments, law enforcement agencies or courts. He/she also assists in the control and supervision of probationers by performing tasks such as opening and closing cases; retrieving archived files; delivering documents to law enforcement agencies and the courts; assisting with the collection of financial obligations; and processing intra and interstate transfers. The work is performed under the supervision of a Probation Supervisor 1 or higher level probation professional in accordance with applicable rules/regulations, statutes and/or policies and procedures as directed by a Probation Director or his/her designee. The incumbent will perform all related duties as required.
OPEN COMPETITIVE MINIMUM QUALIFICATIONS:
- Graduation from a regionally accredited college or university or one accredited by the Board of Regents to grant degrees, with at least an Associate’s degree or higher in criminal justice, human services, chemical dependency counseling, business administration, or a closely related field or;
- Graduation from high school or possession of a high school equivalency diploma and two (2) years of experience working with the public in a public or private human services agency or a criminal justice or juvenile justice agency or;
- An equivalent combination of training and experience as defined by the limits of (A) and (B).
Special Requirement: Possession of a current driver’s license or otherwise demonstrated ability to meet the transportation requirements of the position.
This is a trainee position involving responsibility for learning the duties and routines in the operation and maintenance of a sewage treatment plant. The incumbent in this position undergoes on-the-job training to become qualified as an operator of sewage treatment plant. The work is performed under immediate supervision of a qualified operator. Does related work as required.
MINIMUM QUALIFICATIONS:
Graduation from high school or possession of a high school equivalency diploma.
This is technical work involving responsibility for assisting higher level Public Health Sanitarians and Engineers in carrying out the various elements of prevention and control programs affecting public health. Employees in this class are responsible for making inspections and carrying out specialized phases of the environmental health program in a municipal health department. Duties involve gathering information for use by higher level Public Health Sanitarians and Engineers in determining compliance with local and state Sanitary Code requirements. The work is performed under general supervision of either a higher level technical or professional employee who reviews reports and provides advisory assistance as necessary. Supervision over the work of others is not usually a responsibility of employees in this class. Does related work as required.
MINIMUM QUALIFICATIONS: Completion of at least sixty (60) credit hours of academic education at a regionally accredited or New York State registered college or university, including a minimum of twelve (12) credit hours in the Physical and/or Biological Sciences.
SPECIAL REQUIREMENT: Possession of a valid New York State driver’s license at time of appointment and throughout employment.
This is professional public relations work with responsibility for developing and implementing a program of planned and strategic two-way communication, which also includes publicizing and distributing information about school district or BOCES news, events, programs, services and facilities. Employees in this class maintain close contact and cooperate with policy-making officials, school staff, local media representatives and the public. Work is performed independently in accordance with established policies and practices. Supervision of program projects and activities may be required. Does related work as required.
MINIMUM QUALIFICATIONS:
TRAINEE LEVEL: Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in English, Communications, Public Relations, Journalism or a closely related field.
NOTE: Following successful completion of a two-year traineeship, individuals with permanent competitive class status as Public Information Specialist Trainee (BOCES) mature to Public Information Specialist (BOCES) without further examination.
Performs routine clerical work in meeting and directing clients. Work procedures and routines are well defined with detailed instructions for any new or revised procedures. Work is performed under direct supervision until the employee is able to work independently on the normal office routines. Work is inspected upon completion or by another step in the clerical process. Does related work as required.
MINIMUM QUALIFICATIONS:
Graduation from high school or possession of a high school equivalency diploma.
This position requires the performance of limited social work in helping residents and members of their family with social, emotional and related difficulties associated with their medical condition. The work is performed under the supervision of a qualified social worker who is available either on a consulting or direct supervisory basis. Independence of action will vary depending upon whether or not the incumbent is under direct daily supervision. Employees in this class are expected to confer with professionals or agencies in or outside of the facility to obtain assistance and guidance for residents. Does related work as required.
MINIMUM QUALIFICATIONS:
Graduation from a regionally accredited or New York State registered four year college or university with at least a Bachelor's degree in social work or related field.
These duties involve verifying the absence of a legally responsible relative from a household, locating the individual and assessing the possibility of obtaining reimbursement of funds for a social service agency. The work is performed under general supervision of either a higher level investigator or the Coordinator of Child Support Enforcement allowing incumbents considerable leeway in carrying out specific tasks. Does related work as required.
MINIMUM QUALIFICATIONS: EITHER:
- Graduation from high school or possession of a high school equivalency diploma and three (3) years of law enforcement experience; OR,
- Graduation from a regionally accredited or New York State registered college with at least an Associate's degree in Criminal Justice or closely related field.
SPECIAL REQUIREMENT: Possession of a Class D or higher New York State Motor Vehicle Operator's license at the time of appointment. Must be maintained throughout employment
This position is a computer support position with a high level of interaction with the public as well as library staff. It requires attention to detail, experience with dealing with people with multiple levels of computer literacy and the ability to multitask and/or change from one task to another quickly. It requires working independently in a busy environment. Does related work as required.
MINIMUM QUALIFICATIONS: EITHER:
- Graduation from a New York State or regionally accredited college or university with at least an Associate’s Degree and 6 months of full-time satisfactory experience in a Help Desk/Public Service Desk/User support of operations in a library or information services environment; OR,
- Graduation from high school or possession of a high school equivalency diploma and one year of satisfactory full-time paid experience in a Help Desk/Public Service Desk/User support of operations in a library or information services environment.
The Technology Assistant is the initial point of contact for computer concerns within school districts and libraries. This is an entry-level technical position which does not involve the supervision of others. It differs from that of Help Desk Technician in that the complexity of problems is more routine in nature. The individual performs troubleshooting, repair, and installation for personal computers. Does related work as required.
MINIMUM QUALIFICATIONS: EITHER:
- Graduation from high school or possession of a high school equivalency diploma and one (1) year full-time paid experience as a computer technician; OR,
- Graduation from high school or possession of a high school equivalency diploma and possession of A+ certification with six (6) months full-time paid experience as a computer technician.
NOTE: Successful completion of a three (3) credit semester hour course in college-level computer science, computer information systems, or a closely-related field may be substituted for three (3) months of appropriate experience up to one (1) year
Receives incoming emergency calls for police, fire and emergency medical services and dispatches appropriate equipment and personnel in response to calls. These duties involve the responsibility for receiving all emergency calls made to the various services and for dispatching the personnel and equipment in accordance with the location and nature of the situation. The work is performed in accordance with standards and rules under the general supervision of higher level personnel. Sound judgment and the ability to perform duties calmly and efficiently in stressful and emergency situations are required of an employee in this class. Does related work as required.
MINIMUM QUALIFICATIONS:
Graduation from high school or possession of a high school equivalency diploma.
Work activities arise from inquiries by veterans or dependents regarding their rights under state or federal laws. Work is performed under the administrative and technical direction of a higher grade service officer who reviews work and provides assistance on unusual cases. Does related work as required.
MINIMUM QUALIFICATIONS:
Graduation from a regionally accredited, or New York State registered, college or university with at least an Associate’s degree and six (6) months of paid experience in interviewing and/or assisting individuals regarding personal problems.
SPECIAL REQUIREMENT:
To be eligible for appointment, a candidate must be an honorably discharged veteran as defined by New York State Executive Law and have served during a time of war as defined by Section 85 of New York State Civil Service Law.
MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma.
SPECIAL REQUIREMENT:
At the time of appointment: Possession of a valid license to operate a motor vehicle in New York State.
The incumbent performs inspection work in securing compliance with laws relating to weights and measuring devices. These duties involve the responsibility for inspecting weights and measuring devices to obtain compliance with established laws. The worker performs routine testing; and seals weighing and measuring apparatus in accordance with laws regulating commerce. The work follows a normal routine with special assignments arising from claims of irregularities, weight, measure or counts. Work is performed under the supervision of the Director of Weights and Measures. Does related work as required.
MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma.
SPECIAL REQUIREMENT: Possession of a valid New York State driver's license at time of appointment. Must maintain throughout employment.
NOTE: Following completion of a successful one (1) year probationary period, individuals with permanent competitive status as Weights and Measures Inspector Trainee mature to Weights and Measures Inspector without further examination.
