The Division of Employee Relations is responsible for negotiating on behalf of the county with each of the fourteen collective bargaining units representing approximately 2,100 county employees. This responsibility includes the actual negotiations, implementing and interpreting each of the labor agreements throughout the county structure.

Within Albany County government, seven separate labor organizations represent a wide range of the work force. These labor organizations, and those members of the Albany County work force, include:

Civil Service Employees Association

The Division of Employee Relations also represents the county in contract arbitration, in dealing with the Public Employees Relation Board (PERB), and in civil service hearings and proceedings.

Finally, the division is responsible for assisting in the interpretation and application of the Rules and Regulations for all non-union county employees.
