Community residents who have an interest in services for those with disabilities related to mental health, developmental disabilities, alcohol and substance abuse and other addictive disorders such as gambling are welcome to attend meetings of the Community Services Board and its three sub-committees.

The Community Services Board is made up of 15 members appointed by the County Legislature. Board members are professionals in the field or have interest in services for those affected by the disorders cited above. The Board recommends and suggests to the Legislature and the County Executive a program of community services to address these disorders. The Board provides input to the County Director of Mental Health and collaborates with the Director in the development of the Local Services Plan.

The subcommittees for mental health, developmental disabilities, and alcohol and substance abuse are composed of persons who have an interest in the field of services, former or current users of services, parents or relatives of those with these issues, and representatives of community agencies serving these particular populations. Each subcommittee advises the Community Services Board on all of its policy-making functions and annually evaluates the local services plan for the population it serves.
