Home Energy Assistance Program (HEAP)
Emergency HEAP can often help people who are confronted with heat-related emergencies, such as a lack of fuel, a utility shut-off, or inoperable/unsafe heating equipment.

Applicants who have no power or less than 1/4 tank of deliverable fuel should appear at the DSS office at 162 Washington Ave. between 8:30 AM - 4:30 PM on Monday - Friday.
HEAP may provide a “regular” and an emergency benefit. Regular benefits are processed in the order applications come in to DSS. Payments are made by NYS not Albany County DSS. NYS will notify you when the payment is approved. This can take several months. Utility companies work with OTDA and understand payments take time.

You can file a HEAP application by mail, online, by fax, drop off, or in-person. If you have an emergency, but have already filed a HEAP application, you MUST call the HEAP unit to notify them. Emergency HEAP applications must be made IN PERSON OR BY FAX.
Cornell Cooperative Extension will handle ALL HEAP in-person and mail-in applications for the entire County at the following locations:

You can print and complete a HEAP application from your own computer and bring it with you, if you choose to apply in person.
Simply follow the directions on the NYS Office of Temporary and Disability Assistance website, print out your application and bring it in to a location listed above.
